History - Chesapeake Bay Division

The CBD-IAI is one of the largest and most active of the IAI Divisions and currently holds a membership of well over 600 individuals. CBD-IAI members are principally from the District of Columbia, Delaware, Maryland, Virginia and West Virginia; however our membership is world-wide. We are actively engaged in professional development, training, education and certification.

1962

The Chesapeake Bay Division of the International Association for Identification was chartered on November 01, 1962. IAI Parent Body second Vice-President C. Lester Trotter presented this charter on November 07, 1962 to 123 CBD-IAI members present at the Metropolitan Police Department in Washington, D.C. The first elected CBD-IAI President was George H. Robinson of the Metropolitan Police Department in Washington, D.C. The first CBD-IAI Honorary Member was T. Dickerson Cooke, former Director of the Institute of Applied Science.

1972

Lillian U. Jenkins was elected President on October 21, 1972.

1974

The Chesapeake Bay Division hosts the 59th Annual Educational Conference of the International Association for Identification in Arlington, Virginia.

1978

President Frederick A. Lundgren appoints Lillian U. Jenkins as the Division's first Historian on March 29, 1978. She had served earlier as the first Editor of the Chesapeake Examiner.

The Division implements the Latent Print Certification program. CBD-IAI member Robert L. Johnson serves as the Chairperson of the Parent Body's Latent Print Certification Study Committee.

1986

The separate offices of Secretary and Treasurer are combined into one office of Secretary-Treasurer. Charles Randy Goodwin is elected the first to be elected to serve in this position.

1987

The Chesapeake Bay Division celebrates its 25th year anniversary as a chartered division of the International Association for Identification.

The Chesapeake Bay Division hosts the 72nd Annual Educational Conference of the International Association for Identification in Alexandria, Virginia.

Robert L. Johnson of the U.S. Secret Service is elected to serve as President. Sadly, President Johnson passes away before he can complete his term, which is completed by Norman R. Smith of the Metropolitan Police Department in Washington, D.C.

The Lillian U. Jenkins Special Achievement Award is established in recognition of her many years of outstanding service to the CBD-IAI. Charles Randy Goodwin is honored as the first recepient of this award.

1990

International best-selling novelist Patricia Cornwell gives a presentation entitled 'Postmortem' during the Spring 1990 Educational Conference held in Richmond, Virginia. Her novel by this title becomes the only book to win the Edgar, Creasey, Anthony, and Macavity awards and the French Prix du Roman d'Adventure in one year.

The Chesapeake Bay Division implements the IAI's Crime Scene Certification program. Charles M. Pruitt serves as the first chairperson of this certification committee.

1994

CBD-IAI member Norman R. Smith chairs the Image Testing Program to determine the presence of artifacts in electronically transmitted fingerprints. He presents his committee's findings on November 05, 1994 at the Fall 1994 Educational Conference.

1996

Secretary-Treasurer Charles Randy Goodwin passes away on August 22. He has held this office continuously since its inception in 1986. The Randy Goodwin Distinguished Member Award is established in recognition of his many years of outstanding service to the CBD-IAI.

1998

Proposals to implement Forensic Identification programs at colleges and universities are presented at the Spring conference held in Roanoke, Virginia. Presentations are made by Dr. Michael Yura of West Virginia University and by Dr. Terry W. Fenger of Marshall University.

1999

The workshop format makes its debut on April 09 at the Spring Educational Conference held at Roanoke, Virginia.

The Division's original Website is posted on the internet.

2000

The Chesapeake Bay Division celebrates its 40th anniversary. To commemorate this occasion a special cover is created for the Chesapeake Examiner, and a cake is enjoyed by those in attendance at the Educational Conference in Ocean City.

The Chesapeake Bay Division hosts the 85th Annual Educational Conference of the International Association for Identification in Charleston, West Virginia.

2003

The CBD-IAI establishes its George H. Robinson Memorial Scholarship program at the Fall Educational Conference held in Gettysburg, Pennsylvania.

2004

Michele Eichenmiller and Melinda Kay Lux both of the Marshall University become the first recipients of the George H. Robinson Memorial Scholarship program.

Thomas Gambrill serves as the Division's first Vendor Coordinator.

2006

The CBD-IAI Officers and Committees Guide which details the duties and responsibilities of all the Division's Officers and Committees is completed.

2007

CBD-IAI member Stephen B. Meagher is honored with both the IAI Parent Body's John A. Dondero Memorial award and the CBD-IAI's Lillian U. Jenkins Special Achievement award for his outstanding contribution to the science of fingerprints at the Fall 2008 educational conference in York, Pennsylvania.

2012

The Chesapeake Bay Division will celebrate its 50th year as a chartered division of the International Association for Identification.
