Message

March 29, 1978

As incoming President of the Chesapeake Bay Division of the International Association for Identification, I would first like to congratulate John D. Heverin, III for a job well done during his year in office. On behalf of the membership, I would like to thank John's staff and the citizens of the State of Delaware for the warm reception and genuine hospitality shown to us during our last two meetings. I am certain that we will long remember our visits to Dover and Rehoboth Beach and the kind people we have encountered there.

As to the business of Identification; The Fingerprint Certification Program is well on its way to becoming operational. Currently, your Certification Committee consists of:

Robert J. Hazen, FBI - Chairman
John D. Heverin, III, Delaware State Police
Alfred M. Woolridge, Baltimore City P.D.No doubt, the committee will have a busy year, in ironing out the logistical problems of implementing this program.

I have appointed two working committees for the upcoming year:

By-Laws Committee:   As an extensive period of time has elasped since our By-Laws, in total, have been critically reviewed, and due to the establishment of the Latent Print Certification Program, I feel that certain changes may be appropriate. I have asked Randy Goodwin to review the By-Laws and to submit his recommendations to the Division for consideration.

Historian:   For every year of existence as an organization, we generate a page or two of passing events which become our history. If not documented, these events, both good and bad, become lost in the jumble of things we deal with from day to day. For this reason, I have appointed Lillian Jenkins as Historian of the Division, so that in future years, the membership may benefit from our mistakes and accomplishments.

I have planned for the Spring meeting to be held on May 19 and 20, at the King's Quarters Motor Lodge at King's Dominion, Virginia. The body of the meetings has been expanded to one and a half days. A variety of meeting packages have been made available, in an attempt to cater to as many individual requirements as possible. In view of the subject material, speaker's platform and activities available at King's Dominion, only your attendance will be needed to make this meeting a complete success. I am looking forward to seeing you at King's Dominion in May.
